Yugoslavia has brought its case to the World Court. Although it is probably doomed to failure for political reasons, there is a faint possibility that the world court may actually have the courage to make a decision that Nato intervention is in fact illegal. Not that that will stop the US; a World Court decision would have to go to the U.N. Security Council for an implementing resolution, which the U.S. would certainly veto.

But it will be interesting to watch.
