It means that he wasn't fast enough in signing up for the shares. There is a limited supply of shares and they seem to be allocated on a first come first serve basis. If he signs up in the latter part of the window, they were probably all allocated before his turn came. I have been an etrade customer for a long time and I have yet to be successful in getting an IPO. I just don't have the time to refresh my IPO screen for 3 hours per night. My 8 month old has other ideas.
