Not really. You are looking an article describing an upcoming shortage of foundry processing capacity (good for UMC, TSMC, etc) and not a shortage of raw silicon wafer capacity, something which is not likely to happen for several more years.

Of more immediate concern to WFR is the fact that falling DRAM prices may cause some DRAM fabs to reduce production again, reducing consumption of wafers. Since some foundries are also DRAM producers, the falling DRAM prices will free up additional foundry capacity for production of logic chips as wafer starts are diverted from DRAM to logic.
