Tuchman's contention, re the reformation, is that the actions of a series of Renaissance popes actively provoked the reformation, and that the popes continued these actions despite abundant evidence that they were steering the church toward a destructive schism. Hence folly: "the deliberate, conscious, pursuit of policy contrary to self-interest".

Have you read the book? It is excellent.
