Juanita, I am sorry to have missed you and on my way to bed, but the short answer to your question is that I think that if they can reach an agreement on force composition and armament levels its a wrap. NATO will not likely agree to just side arms, and Serbia is loathe to have the thing be an "occupation", but I think that a light, militia- style force option might work, as long as it is pretty evenly divided between NATO troops and Russians...
