I got a little lost on your message.

You say it is certain that a person cannot purchase what he cannot afford.

I am afraid that that statement confuses me. I come from a part of society where people do buy what they cannot afford. They use credit.They put up collateral that they already own to be able to buy something that they can not afford.

I have seen people that don't care what something costs, just so long as they think they can afford the down payment and the monthly payments.

Again, here we are talking about 'less fortunate' people. Maybe that is why the government came up with Regulation Z ?
