I posted about this last January, I believe.
The overstatement had absolutely nothing to do with reality, which was very well known and was bleak.
It was one of major and the most successful cold war's dirty tricks of Bush administration. It was to induce in the Caspian region Soviet republics a hysteria of nationalism. They were urged to use their "enormous" oil reserves all for themselves, to separate from the union. They did, possessed by insane hope to become
as rich as Saudi Arabia...
