It looks like only the graphics card is eliminated. The new chipset has graphics logic added equal to the i740. It is very weak compared to the last generation of videocards and the newer generation (from 3dfx, nvidia, ATi, and S3) far surpass what comes with the chipset. It poses some threat to ATI and S3 who both sell the graphic chips that tend to come on the very cheap models.

The ISA bus has been slowly dieing and you can now find just about everything in a PCI version.

Although the chip count is decreasing, the more that gets embedded into the core chipset, the greater the risk that some other vendor will offer a much better solution. Plus, Intel has enough FTC problems without then trying to go after the graphics market.

Finally, DSPs are getting more and more powerful. That may be where the future chipset decrease comes from and then outside companies can write software for the DSPs.
