That makes sense. However, newer products like Ascend's GRF do all route table lookups on the I/O cards. So, even though they are performing route table lookups at every hop, it is quite fast because it is done in H/W. IP Nav. appears to be like a traditional router at ingress/egress nodes and a switch at tandem hops. It will be interesting to see what perfmance specs the company eventually provides.
