There service is not under the reg's. of the Calf. PSC so it's not even close to what your talking about. They were talking about a area in the lower part of BC from the news. So how can you give a interpretation based on something that has nothing to do with rules on Telcom. In the U.S.A. v/s Canada...

There not even close. If you know anyone in telecommunications and ask them to read the news you should ask them to tell you what it's saying. This would clear the air for the rest of these people who read a guess of what some other board talks about becoming a part of facts in a dream on NPEC's Communications division.
