Aldrich Ames living it up way beyond his means, while agents in place in the Soviet Union disappeared, well, James Jesus Angleton would have picked up on that, along with about 100 false leads to tie everything in knots.

You can ask all the questions you want about China and the nuclear leaks. I'd say the more interesting questions are when and how the leaks actual transpired, and why security was historically so lax. The crackpot contingent conspiracy theories about Johnny Huang may be interesting to the local objective observers, but the local objective observers were sure everybody in Congress was being blackmailed by those FBI files too. Why Starr couldn't get a single one of those blackmail victims to come forward when Clinton was on the ropes was never explained.
