Yes, he's taking quite a gamble by bashing traditional switched at this time the way he is. CSCO's own campus cannot be supported by their SELSIUS switch yet, much less there being public network interfaces in place to support such a move.

Even his sales and mktg people are getting quite flippant about it, as my observations in the field have shown.

Last February (1998) Armstrong made quite a splash at his conference in NY when he exposed ATT's plans for IP-ifying their clouds. He, too, made some aggressive statements about the trend to VoIP which led the audience to think in terms of imminent time frames. Now look at what T's position is on this, short of a few trial cities doing LD over IP. Embarrassing, I'd have to think...
