Under SEC rules, the seller must notify the SEC of the sell at the time the order to sell is placed with the broker.

If the securities are not sold within 90 days of the date the notice is filed with the SEC, an amended notice must be filed.

It appears the latter is the case with MESG. My guess, there are a lot of sellers out there waiting for MESG to deliver on its promise.
