That is because their transition has been a joke. Poland has benefitted, as has The Czech Republic, both of which made a more sincere and far reaching transition.
Actually, the violent crime rate has been dropping, and the drug problem is not "incredible", except in the ghetto, where such things hit harder.
Anyway, why should we be so respectful of local elites who oppress their people? Why not take a stand for democracy? I do not mean that the use of force is appropriate in most instances, just that there are many ways to actively promote responsible government and free institutions...
