Just my opinion, but I think the term 'over valued' may imply a more immediate and very high probability of a market pullback.

Whereas the term 'richly valued' implies to me that prices are getting up there, but may not have peaked yet & that a pullback, although higher in probability, may not necessarily be imminent.

Remember, these are just my inferences/interpretations.

Also, my recollection is that Abby Joseph Cohen has likewise used the term 'richly valued' recently to describe current stock price valuations.
