Question RE: SHORT POSITION ON TSE:PLT

Does everyone remember when pallet had that little run to to 43 cents back in Dec and Jan then it slowly limped back to the 33cents level then now it's at 31 cents. I found out the short positions (this may not be news to some of you but others might want to know) in the every-other-Saturday Toronto Globe and Mail business section and discovered that before Jan. 15 there wasn't anyone shorting the stock (at least for the month previous to that) and then some jerk (pardon the rudeness) positioned him/herself with 220,000 shares selling SHORT. Will post after reading March 8th paper and let you know if that has changed in the past 2 weeks. My question to the experienced investor is , how does this relatively small chunk of short position affect the overall stock value? Or does it not do much, and what happens if it is covered? I guess that would be good news...
