Because it served his political goals. A better question to ask is why Albright/NATO leaders were so incompetent in believing that he could not act this way.

A stop to all military actions in Kosovo by police, paramilitary and army. Withdrawal of most (but not all ) Serb forces during a cease fire.

What goals ?

Assisting those remaining in Kosovo by allowing humanitarian organizations to go in.

Setting up a of initial UN peaceforce with NATO component.

Involving all regional powers in a solution for the Balkans.

Involving International war crime tribunal at a later stage.
