This is an issue where you may have your percentages correct as far as numbers of personnel and equipment but where you're 100% wrong in your conclusions. The impetus for NATO action against Yugoslavia was and is driven by European members of NATO. It has been them that have absorbed the vast majority of refugees from eastern Europe over the last ten years and it is them that has footed the bill for their support and it is them that decided to take a more proactive role in a conflict that had been negatively affected them for a decade. It is also them It is also the European members of NATO that are intent on asserting their bonafides as the dominant power in Europe at the onset of the new millennium. Nobody's holding a gun to the U.S.'s head, forcing them against their will, we're there, both for our own motives and in support of NATO, but don't make the mistake that the rest of of NATO are our lackeys. (Unless, of course, you know something about Canada that we don't.)
