Yes, I was struck by that as well.

My bet: coming e-commerce integration (via Kenya).

Content providers provide a small kickback for
each transaction booked through the service.
For instance, if I use Portico to make an
airline reservation.

Just speculation on my part. Certainly the flat
fee will fuel mass-market acceptance, thus leading
to e-commerce critical mass.
