This is from an article in the San Antonio Post dated Jan 9. Keep in mind a lot of things have happened since this was written. For example the signing of San Antonio water, which is a 6 month Pilot Proj. and the bills.com portal also I think that they have stepped up the plans for future financing from 18 months to current.
