Let me respond.....

IS-95 is a data channel in itself, running at 14.4k baud over the voice channel. The first service which is part if IS-95 is to take the over the air IS-95 data packets and use them directly as IP packets, thus giving you a packet based network at 14.4k using the regular voice channel. To the carrier, this means that the data is directed from the vocoder making voice to an IP router making internet packets. Not very hard to do technically....

Another service has been demostrated in which there is a slightly differnt coding scheme used called High Data Rate (HDR) in which instead of having 64 users possible (64 Walsh codes), they bundle all the codes together and them timeshare the channel while using all the codes. This allows a basic data rate of about 2.4 Mbps, or actual over the air use of around 1.5 Mbps. When multiple users start using burst modes over the air, then each user can get a burst rate of 1.5 Mbps, or if alot are using it, the system algorithm limits it to a low rate of 38k bps, but lots of users. This system can sit right next to the IS-95 system in frequency space. The hardware on the radio portion is so close tot he IS-95 that it uses almost all the same components. Thus a carrier can add an HDR channel into it's existing system for a lower cost than other wireless acccess schemes.
