Yes and no.

If you add a fan or two at the back of the case and have them blowing inwards and reverse the fan in the power supply so all the fans are blowing in the case, all you have to do is add a filter (nylon stockings work ok) at the back to prevent the dust from going in. This keeps the case as cool as possible without ANY dust buildup whatsoever.
