He was also massing forces on the Kosovo border. Was it incompetent to "hope" that a threat of NATO bombing could change Slob's mind? Who can really predict the mind of the criminally insane? As the violence against the Kosovos escalated, NATO escalated the bombing. Calling the leaders of the free world incompetent for not being able to control mad dog Slob Milosevic is a little unfair, and uses hindsight.
