My response was in reference to your observation that Chiariglione may be claiming that Lucent's EPAC is all "talk."

Chiariglione, in the article, is more or less warning the technology industry (by example via Lucent and Microsoft)that any specifications that will fullfill the charter of the SDMI must be accomplished through public testing via the SDMI forum. Chiariglione and the RIAA do not want a non-scalable proprietary technology to try and dominate; don't forge that the short term solution must be compatible with the long term solution--and compatibility requires public testing, etc.

And finally, the SDMI has seriously hinted that if a company's (or coalitions's) solution is a key corner-stone to any final solutions, that the technology must be made available within a "fair and reasonable" licensing scheme.

And finally, the RIAA has continually stated that it does not believe that any one company, or coalition, can successfully re-define the model which supports and drives the billion dollar record industry.

Thus IMHO, the paragraph that you highlighted was Chiariglione sending a message to the industry.
