a lot of these option pricing and PP's are done at or greater than the market value at the time of transaction. However, as we all know, it takes time to complete PP's and options granted may not be publicly announced immediately. During this lag time, the share price would go up and it gives the perception that these deals were done below market value.

Again like I said, I don't know about VSE or ASE, but on TSE, can't issue options below market value at the time of grant. It is a black and white TSE regulation rule.

P.S. not many companies issue press releases saying that they've issued options. Fear of shareholders' backlash for dilution of shares. And how do you explain to a small shareholder that you've given hundreds of thousands of options to an executive after paying him hundreds of thousands in salary.
