The SEC report is indeed ambiguous. I read it to mean that the development costs will exceed the revenue from the project, and that funds of an unknown amount will have to be raised.

I think the concept is a great idea. However, as reflected by others, one may have to wait for the success of the company to be realized.

Development phase companies need money. That usually means a certain amount of dilution.
