The explanation is pretty simple. Most small value stocks simply aren't popular these days. The problem isn't with a single tree but with an entire forest. To blame management for the context of an individual stock price is absurd and suggests a disassociation with what's happening in the market(and been happening for some time now) with a very large number of small caps. There are exceptions, of course, but RADA obviously isn't one and hasn't been for so long that I'm taken aback that anyone would register surprise at this. It's kind of like discovering on August 29th that summer has begun. Moreover, barely any earnings growth is being forecast, so absent some startling, positive news I'd expect Radica's stock to languish for quite a while. Investors want growth, not stasis, unless the latter's accompanied by a compensatory dividend.
