Setting casing refers to putting the pipe in the hole when the logs and mud program look like hydrocarbons have been found. To test a well, you can either do drill stem testing without casing, or put casing in the hole, perforate, and test flow rates. Drill stem testing can be spendy but casing isn't cheap either. Casing would not be set unless the well looked economic. But settting casing is no guarantee of economic success. To use a poker metaphor, setting casing is better than folding. The well is still in the game and is looking good thus far if in fact the rumor I hear is correct re: casing.
