This is nonsense. There is nothing "just" about the UN, it is a purely political instrument. George Bush not only got the approval of the Congress but the approval of the UNSC because the Gulf War was a politically safe conflict which neither China nor Russia could openly oppose without severe political repurcussions. Kosovo is another matter altogether. Kosovo is fundamentally a political powderkeg. Both Russia and China have a vested interest in opposing intervention and hence, there is no possibility of a UNSC resolution for such a measure.
