It may indeed be the right decision to go with them as a foundry, since, as Halla poinited out in the CC, the new focus on integrated designs does not require leading edge MHz performance. I believe that NSM will be targeting performance/mW rather than performance/Mhz.

You need a leading-edge process to target performance/mW, too.
