The way to do it at the design stage is for the OEM to discuss his requirements with the ASIC manufacturer. An ASIC is basically a large no of Computational units, Peripherals and Memory all on Silicon. ASIC manufacturers understand the OEM's need for Multi vendor procurement.

ASIC manufacturers now have "Open Integration Methodology" which allows an OEM to choose a ROAD MAP for custom Integration of his desired ASIC regardless of the Foundry and fab Process. In fact most ASIC Mfg's allow you to select the level of design services integration and fine tuning you need to implement.

In brief at the preliminary Sketch design stage it is essential that
the R& D lab gets in bed with a couple of ASIC labs to understand the flexibility he needs to embed into any product he wishes to use of the shelf.
