JBC: Most of the junk floating around up there was bought and paid for by the good old US Taxpayer. The money is already circulating around the economy. Replacements will just increase that.

The same is true for Orion III. It was not scheduled to be place into a 'hot' market. Being at Hughes bird, it was a least slightly suspect from the long term point of view. Maybe Orion will buy a SS/Loral bird as a replacement and we can pad our 'intercompany' accounts even further.

Launch business is risky - even more so when you insist on 'improving' the system all the time. There are so many ways for things to add up so that the system fails to deliver a sat on orbit. Too many changes and too few tests are not a good combination (as the launch business is finding out - again.)
