In short, the Playstation II is specialized towards 3D graphics which are used in games.

The Pentium III is more general-purpose. Besides, it's graphics processing power depends on the 3D graphics card which is plugged into the system. I bet I can build a Pentium III system that debunks Sony's claim that the Playstation II is "three times as fast as a Pentium III." Of course, it would cost a whole lot more than a Playstation II. But like I said, ultimately it's apples-to-oranges.
