I wouldn't view this authorization increasing the number of shares negatively. First, it is necessary if there is going to be a stock split (good psychologically for most investors). Second, if the company wisely uses additional shares to make strategic acquisitions or joint ventures, that should be a positive.

This authorization is merely an administrative requirement to support future plans/opportunities or circumstances.

IMHO, we shouldn't jump to any negative conclusions regarding this.
