Correct. The fear generated out of this conflict will no doubt cause escalation of nuclear weapons for nations that can afford it. This is the cheapest way for countries to protect themselves against super-powers bent on dictating their domestic policy.

No doubt China will be having a "U.S. Nuclear Secret" auction soon to any madman that can pony up a couple hundred mill.
