FYI - The rise began in earnest on March 24, when SEC approval of PHLX rule permitting the system to launch was first reported. That is the "event" triggering the rise in stock price, much as FDA approval might affect a pharmaceutical or biotech "start up" . Stock went from 2 1/4 to 2 3/4 that day, and has risen steadily ever since. It's last spike (from 1 1/2 to 3 and right back again) happened on December 8 (?) 1998, the day adoption of Reg ATS was announced. Reg ATS became effective on 4/21/99. The December 1998 spike was VERY short lived (no pun intended). This rise seems clearly to derive from a combination of news-related factors, the most important of which is anticipation of VTS launch in July, and is admittedly speculation driven, but with a reality based timing due to the correlation to anticipated earnings.
