The Hughes lunar flyby sat, HGS-1, is not in full working condition. It has had battery problems like PAS-5(which has turned off its Ku-band transponders) and Galaxy VIIIi, and I believe it is working on a backup SCP, like our very own Solidaridad 1(and several others). I also seem to remember a blurb in one of the trade magazines about it wobbling, and having used up most of its fuel. If it was any good, Hughes would have used it itself! They certainly need sats. It was a HS601HP, and the 16 Ku-band transponders had 132 watt TWTAs, even surpassing DBS-1 in power(by the way, DBS-1 is on its backup SCP). Heroic, yes---useful, no. Way cool space stuff---oh yeah.

Maybe the work on HGS-1 will allow them to do a successful lunar flyby with Orion 3. Economically for Loral, it is probably better to let it burn up and take the money and run.
