Wart, Phew...I finally got around to looking into the RTN.b IL/ACT question. First of all, I don't really see a solid form in the generic construction. There is however a more customized construction that does not key off an ACT. Try 9/8/98 and 1/19/99. Damn...that's one helluva line IMO. Also, based on the technical profile...it's time to short it.
