In trying to guess the liar's next victim, please consult the Clinton Doctrine:

NBC's Tom Brokaw wanted to clarify a few things with President Clinton in a conversation the two had Wednesday.

The "Clinton doctrine," the anchorman suggested, was to "bomb the small countries -- Iraq and Kosovo. But when the big countries give us trouble, we turn the other way."

China and our nuclear secrets is the most recent example of that, Mr. Brokaw said.

"I think that's apples and oranges," Mr. Clinton replied. "The Soviet Union spied on us during the Cold War. I don't recall President Truman or President Eisenhower or President Kennedy or President Johnson or President Nixon ever considering bombing Russia because of espionage. We didn't break off relations with Israel when Israel was involved in espionage in ways that could have been quite damaging to us. So I think it's a foolish thing. We should handle this espionage case the way we've handled every other espionage case since spying began."
