Specialists Vs MMs. There ARE people on the NYSE who run around picking up shares. They are specialists. They generally act on behalf of customers, but they can trade for themselves-the customer comes first though. They are required to make liquid markets in the stocks they cover. NASD MMs are not required to make markets unless they are under private contract by a firm i.e. AMTD. The MMs are less regulated than specialists. Otherwise, there is not a huge difference. When someone says, "MMs are picking up shares in AOL", they are only off base in terminology, not necessarily reality.
