Rwanda Welcomes Kadhafi's Peace Efforts

TRIPOLI, Libya (PANA) - Rwandan President Pasteur Bizimungu has welcomed the efforts the Libyan leader, Col. Moammar Kadhafi, has been making to safeguard peace in Africa, particularly in the Democratic Republic of Congo.

The Libyan news agency, JANA, quoted Bizimungu a saying this in a statement issued in Kigali Thursday evening when he received the Libyan deputy foreign minister in charge of African affairs, Ali Triki.

Triki had delivered to Bizimungu a message from Kadhafi in connection with a peace agreement signed in Syrte, northeastern Libya, by the presidents of Uganda and DRC 18 April.

The accord, whih has been backed by the United Nations Security Council, provides for a cease-fire in the DRC, the deployment of an African peacekeeping force in that country's east, the withdrawal of all foreign troops and the establishment of a dialogue aimed at national reconciliation.

Rwanda had stated that it was not bound by the agreement because it did not take into account the views of other parties to the conflict.

Observers in Tripoli saw the statement as a major shift in Kigali's stance, which might boost the efforts Kadhafi has been making.

Last week, the Libyan leader had said that he hoped the proposed African force could be deployed by 25 May, which is the anniversary of the creation of the Organization of African Unity in 1963.

The president of Zambia, Frederick Chiluba, who is coordinating DRC peace efforts on behalf of the Southern Africa Development Community, was in Tripoli Tuesday for talks with Kadhafi on ways to end the conflict.
