Many times a public policy adopted with the consent of the populous is subsequently misdirected for other reasons. One shining example is the Endangered Species Act. Although the concept is great conceptually, it has been so terribly misapplied that it has turned the whole program into a fraud.
Do you realize that we are protecting forms of fungus and mold from "endangerment".
Let me explain a recent true situation in California and Oregon, where the endangered species act was used to manipulate land use issues when in fact NO endangerment existed.

First the contention is drawn that the Snowy Plover are becoming an extinct shore dune bird. Then by having the snowy plover listed as an endangered species they have achieved the means to prohibit beach access. IE you can be prohibited from walking on the beach in the front of your very own home!
Here are the facts. The data is horribly manipulated, misquoted and misapplied so terribly that it would have received a failing grade at any accredited college. There are over 15 million Plover on the Earth today covering over 5 continents. West of the Rockies, there are over 10,000 Snowy Plover(but even this data is misleading since we know that the snowy plover live in abundance in Mexico and this is not included in the total). The bird populations are then divided into specific regions and then tabulated on an annual basis (county by county). The data is then distorted to make it appear that the plover are going extinct and quoted to the press in this way.

First birds migrate and do not always nest in the same locations even if they have a habit of migrating to a general area. Do you see the problem already?

the above data are similar although i did not bother to look up the actual numbers, which are readily available.
Now what occurred in the endangered species situation was that they took three years of a down trend for example 85, 886, and 87
and said lookie here folks these dang birds are going to be extinct.
When in fact there was absolutely no reduction in the snowy plover population when looked at a regional level. DID they possibly want to ignore that birds do not always nest in the same regions.
The obvious answer is YES, the system is horribly preverted for political means.
