Based on my understanding of regions here is my answer:
BellAtlantic: (Now it is Bell Atlantic-Nynew soon to be Bell Atlantic +GTE)
East top (Maine, Mass, Connecticut, Vermont, New Hampshire, NY, Rhode Island, NJ, Delaware, PennSlyvania,Maryland, Washington D.C.,West Wirginia, Virgnia).

South Western Bell:( Now SBC a combination of South Westtern Bell +
Pac Bell+Nevada Bell+SNET, strugling to get Ameritech).
(Texas,Missouri, Oklahoma, Kansas, Arkansas, Arizona, New Mexico, California, Nevada, New England)
If they get Ameritech (under FCC's gun) they will get 5 key Midwestern states (Michigan, Illinois, Ohio, Indiana, Wisconsin).

Both of these companies have large international alliance.
For example BA serves in 28 countries. These companies also have large wireless presence.

See the amount of coverage they will have if they can get DSL in key markets like Washington D.c, Pennsylvania, NY, NJ, Mass, California and Texas).
