Why would a RBOC need to bother buying an out of date MSO and get into the TV business? They have all the ROW they need to string the wires themselves. As a matter of fact they have ROW to everyone, more than cable can say.
Then they could string fiber and be a step ahead of the game. AOL could just as easily help fund that infrastructure buildout as they could fund a cable MSO.
It will happen someday, just not anytime soon.

P.S. Just to clarify: You are saying that the current pace of buildout of infrastructure is primarily limited by lack of funding, correct?
