<<When does the Quiet period end??>>

The other day NETP's lead underwriter (Piper Jaffray in Minneapolis) told me that later this month the "quiet period" would end and analysts from a number of firms could speak up.

I called NETP and within 48 hours I got a prospectus -- issued April 1, 1999...Of course it has all the legal ease in it <GG>....I'll read it carefully this weekend. It is comforting to know that the NETP CEO owns almost 10% of the company and Paul Allen's Vulcan Ventures owns 11%. Ann Winblad's VC firm Hummer Winblad Venture Partners owns about 15% of the shares. Follow the BIG money and the SMART money.

I plan to patiently HOLD my shares and wait for the rest of the world to discover the hidden potential behind NETP <VBG>...In the last 18 months (when the company was younger) I had a chance to talk with the CEO and the VP of Marketing. They are both very sharp and have impressive track records. I like to invest in the BEST management I can find. That's clearly a major reason I have a LARGE position in CMGI and DELL. Talent and effective leadership are essential for a company to consistently grow at many multiples of the industry rate.

Best Regards,

Scott
