Yes, I would say for sure it is. IMHO only. Just the new capital [$66 million ] and experienced management alone would make it a deal. But then you need to toss in the fact that the per barrel price on oil has risen sharply and is expected to continue. A low of a measly $9 a barrel, not too far back, with $18 being common these days. Some predict an announcement by OPEC, proving they have reduced their output in the next 2 weeks. If that happens the per barrel price could be $20+ shortly. Making what ARXA does more profitable.

Where will the share price go? That's harder to say in the very near term. Folks may wake up Monday and see their $.30 stock is $1 and sell without any further investigation, causing a short term drop, buying op. But in the longer term and even mid term, I'd say in at $2.00 or less will be well worth it. :)
