We may be closer than I originally thought. If you
truly believe that the existence of a victim is the
deciding factor, then all that remains is a careful
exploration of what victimless means. If victimless
means no force or fraud has been used, we can
examine more of your examples to see if they are in
fact victimless. If you feel someone can be a victim
because they are denied some positive right over
the behavior of others, then we still have an
argument. Involuntary exposure to risk, by the way,
is clearly an example of force in my view.

In your studies of philosophy, have you read Robert
Nozick? His book "Anarchy, State, and Utopia"
discusses the issue of involuntary exposure to risk
in more detail. You may find a lot to agree with in
this book.
