I've thought about this issue a lot. It depends upon
what you mean when you say harsh punishment.

To me, getting some kind of restitution to the victim
is the most important thing. Criminals should bare
the full cost of their behavior.

Removing someone from society who has shown a
propensity to harm others is also legitimate, in
my opinion. I am against other types of punishment
such as taking someone's life (other than as an
immediate act of self defense) or any type of cruel
and unusual punishment.

When you start to view punishment as a tool of morality
(he is evil so we must hurt him), then I take issue. I
think morality should be outside the scope of government.
Even though I find the use of force to be morally wrong,
I don't want people who use force to be punished for moral
failure. What is important is that the victims are
compensated and that the rest of society is protected.
