Toni, You are correct... Congress passed legislation to expand the number of immigrants allowed to work here on a H1 visa - most of these people tend to be of Indian and Eastern European descent.

Relieving the pressure through the expansion of the H1 visa program is part of what is holding down salary expenses currently, especially in the tech sector. However, the political backlash is always a consideration when considering further expansion of the program. Not many Americans I know like to see a flood of immigrants so that the companies they work for don't have to pay them as much.

Just a note: I immigrated to this country with my family... and I have hired a person with H1 visa status for my company.
