Actually, burning a cross to make a racist statement is protected by the First Amendment to the United States Constitution. It is "speech" by gesture and act. It's right up there with the KKK marching through wherever, Illinois.

You should know that the United States Supreme Court has not passed on the legality of these so-called "hate crimes" acts. I realize that Chief Justice Rehnquist is ultra-conservative, but I predict a 9-0 vote against their constitutionality.
